A 78-year-old south Monroe County man is lucky to be alive after breaking into a neighbor’s home while naked last Thursday morning, said sheriff Brad Freeman.

“I am shocked he did not get killed,” said Freeman.

Frank Edward James, 78, of 5862 Kentucky Downs Drive near the Monroe-Bibb line was arrested on Oct. 14 and charged with disorderly conduct, public indecency, and criminal trespassing at his neighbor’s home, 5864 Kentucky Downs Drive. Freeman said James was probably on drugs in what is a rare vandalism in the upscale Kentucky Downs neighborhood.

According to the report, deputy Phillip Billingslea responded to the call at 5864 Kentucky Downs Drive and found James standing naked in a pile of broken glass at the back door, yelling and cursing for someone to open the door.

Billingslea pointed his taser at James’ chest and ordered him to the ground. James turned around and said, “Who the hell are you?” Billingslea again told him to get on the ground and James lifted his arms in the air and said, “Alright, I’ll get down.” He then turned back around and got down on one knee. 

The deputy holstered his taser and handcuffed James’ right arm. He told James to give him his other arm; he replied “no” and tried to turn around and stand up. Billingslea pulled him to the ground and grabbed his other arm. James then snatched away and curled up into a ball. Billingslea grabbed James’ arm again and the handcuffs were double-locked.

Cpl. Nicholas Ortiz and deputy Peyton Henderson helped place James into the back of the patrol car. EMS checked him out and cleared him to be taken to the Monroe County Jail. 

The homeowner, John Barnwell O’Neal, told Billingslea James began to holler around 3 a.m. that night and went on for about 30 minutes. He said he started back yelling at 7 a.m. and went on for about 15 minutes. He said at 9 a.m. James was pounding on his side deck door yelling, “John, open the door!” O’Neal stated he told James to leave several times, but he went around the house to the back door and punched the glass out. He then used a flowerpot to break out the rest of the glass.

O’Neal said he’d been terrorized by James for a long time now, and he wishes he would stop.
